This article presents a study on the evaluation of main Cohesion Policy instrument in European Portugal, Structural Investment Funds (ESIF). The institutionalisation funds public administration is analysed from documentary base composed national and EU legislation (1986-2020), focusing actors rules. production these empirical data reveals dual process implementation policy indirect state, where increasing technocratisation represents new constraints to funding.
